I have been visiting a lot of different Halo forums recently (Halo-Pro, Halo 2 Forum, Team 3D, MLG Pro, Halownage) and I have noticed that they give points to users that are active. Obviously this idea would not work well on Bungie due to the large number of immature posters and people that just want to flame.
So instead why not have the mods give out points to people that they see who make a good thread, give an intelligent answer, act courteously, punctuate properly, and whatever else they deem worthy of a point or two. These points would be redeemable for Bungie swag; anything from low point value items like a cool background to high point value items like a hoodie. Also, whenever people recieve a certin amount of points (regardless of whether they spend them or not) they would be given a certain title; Forum Gentleman, Halo Guru, or whatever title Bungie picks.
The titles would help because people who constantly flame would feel inferior to people who have a special title and would have more incentive to act better.
Hopefully this idea would help clean up the forums and make them a little more interesting.

Ok, so having the mods assign points might be putting a little bit of unfair pressure on the mods, but we definetly can't have other members assigning points, can we? People would be making alternate accounts to assign points.
Hmm, maybe if underneath every person's post there was a "Give kudos" button and once you clicked on it you could not click on it again. If enough people click on the button then the person is given a point. Or maybe the mods are made aware of the people that are given the most kudos and they can decide wether they want to reward them.
Also only mods would be able to take points away. This would make it so that no one can spitefully or pointlessly destroy someone's reputation.
Recap:
* Members would help single out other members, but only mods could assign points
* Mods points would count for much more than regular users points
* Only mods can take poitns away or alter someones reputation

Odd idea, sticky poll for member of the month? Hopefully this wouldn't turn into a stupid popularity contest, but instead into a popularity contest where the most helpful member would win.

What you are talking about is basically a karma system. It has been suggested and talked about quite a bit. From what I have heard, the online team is working on it, and we may see it in the future. Someone mentioned specifics that they had read, but they didn't say where, so I haven't read them myself.

If you want to make more suggestions about improving B.net, read the sticky at the top of the Septagon named Fresh Bnet Feedback Thread. They are always looking for new ideas. (Actually, I have no idea what they are looking for, but I would assume they started that thread for something)

I don't know. The imperative to behave should be innate, not imposed from above by the manipulation of egos. The kind of people who aren't going to behave wont be in the slightest concerned with any reward system, because their aim is solely to annoy and disrupt. That's just my €0.02 anyhow.

Karma works well in communities this large, especially when moderataion becomes impractical. (face it mods, as much as you do, it's still a drop in the ocean compared to what you can do when everyone is responsible for what they say and can be mod'd by everyone else).

I think that the moderator's have enough input in the forums and I think that they police them well. Handing out reward points would just cause more problems. Thats just my point of view.
