As for monitoring deep space signals and studying the effects of no gravity on people, why not just use the moon. Heck even that is a bad idea, but IF the world gov'ts wanted to do that kind of thing, they wouldnt bother to build a ring.
Well you gotz a good point there Twotargets, with the spinning and searching, but as for the PDFN we are always advancing and we can't help being such an Inquisitive race we can help but do this sort of thing, it's like with Adolf Hitler, to show his superiority he sent the first radio/TV wave into space, sooner or later we are gunna create such things. The PDFN will be established probly after the next world war to create a safe way to destroy ones enemys till another nation does it, hell the Amarikans (I know thats not right) might have such a thing under going tests. And the Ring can be stationary if they want it to be, but then they will ge a Zero gravity palce and to long (5-10 years) will have damaging effects on a person. like hollow bones, not being able to stand in you gravity feild with out some special suit and the like. Oh and they have found life, just no intellegant (Its an 385-86 billion kilometer cloud of Methonol (The poison stuff they put into beer) drifting through space. It's got 130 Microbes living in it. People thing that it passed through all the planets in our system planting the seeds of life.
