The groups are provided to Bungie members free of charge for the purposes of organizing games, or just plain goofing off.

The only caveat to having a group is that you must maintain a minimum member limit, and poor purpose groups may be deleted.

Really? Because I have a group that doesn't really have much of a purpose. Would it be at risk of being deleted because it has a "poor purpose"?

They're given a 60 day probation if the group has 3 or less members and little activity, if thats what your asking.

Only inadvertently and as a consequence. A poor purpose for a chapter is probably going a mean a serious lack of members and as triggerhappy pointed out, less than 3 members is a count-down timer to obliterification (i could have said deletion, but made-up words are cooler).
