Halo Reach was in the making since Halo 3's release...

Well, if Cortana 5's IP/AI theory holds up, then they think quite far ahead.

But I think ultimately most of their goals are focused on what they're doing now to maximize the potential of their current project. Sometimes that ends up backfiring (Halo 2), but usually ends up great anyway (Halo 2).

Halo (in general) was Bungie's epic planning and vision vs Microsoft's RUSH IT OUT THE DOOR AS SOON AS IT'S PLAYABLE "ENOUGH".

This time round... it's just their epic vision and planning skills vs nothing except a 10 year contract.

I like the point that they're in a 10 year contract. It seems to make empirical sense that they would be planning launches, follow-up titles, title support, etc. Maybe that's why they're on a hiring binge right now too; if you know where you're going, why you're going there, and how long it will take till you arrive, you can legitimize spending large chunks of your budget up front. From what I understand, most game dev funding is front weighted anyways.
