No, not really. You can post all you want, provided you follow the rules. If you reply to 1000 topics, and all are not rule-breaking topics themselves, you stay on topic, and don't flame or spam you'll be fine.
If you reply with utter nonsense, it will be considered spam, and you run the risk of a ban. If you're following someone around to harass them, you'll be banned. The same follows for all the rules really.
If you're talking about creating topics, well that kinda changes things. Topics have more signal and noise ration than simply posting. You could make one or two inane topics with no discussion value, and not run too high a risk of being banned. If you make a lot of them, you run a high risk of being banned for spam. Especially if you post nonsensically through out the threads.
So, post all you want, just think about what you're posting before hitting submit. That's all anyone really needs to do, on this board, and pretty much all other boards.
