Yes they have, well, you know. Methods of reproduction are rather limited, even on a galactic scale. You either use spores, lay eggs, or replicate. For advanced life to form, only egg laying can be used as it is the only one that allows for common changes in the genome. (spores and replication essentially create clones so the only variability would come from freak mutations. Achieving change let alone evolution through this would be impossible.) So our only options are eggs. The only thing left unknown is whether or not they lay eggs for fertilization or have intercourse and create an egg within the fetus.
Either way, yes. Elites do in fact get it on.
