You could back in late June/early July. The blue flames were a limited-time giveaway for the last Bungie Day celebration, stretching from June 23rd to July 7th. If you weren't here to claim them during that timeframe, you're out of luck as they are no longer available.

As for Blue flames, it was a 1 time offer.
