They probably lost over 2000 vessels. They had 2000 vessels at the start of the war, and by the end had hardly anything left to defend Earth with in Halo 3, only a "handful of ships" as Hood says. Taking into consideration that they would have built new ships throughout the war, probably in the region of 2000 ships lost. There were 23 billion casualties. Whether that is just civilian or civilian plus military is not specified but it is probably both.

About the same as the UNSC up until 2552. It is not as bad for them though because they have a larger fleet. After 2552, most of their fleets are decimated, so very much more than the UNSC in the end. Their casualties are probably only in the hundreds of millions. (Most of that number being the destruction of Joyous Exultation by the NOVA bomb, and the loss of huge vessels like SCO's)

Hurting badly. The military is at its weakest since they first developed FTL technology. There are a handful of colonies left from the dozens that there were, but they are all cut off and scattered and in diaspora. There are probably only about a billion Humans left alive. Earth was also trashed to the state where it would realistically only be worth abandoning.

Anton, they're re building actually. Tearing down destroyed buildings The ONI bases still operate on Earthm specially Sidney. Life goes on on Earth. Some people hid in the sewers.

Covenant is actually still pretty strong in terms of fleet size. Sure they lost hundreds in the great schism, Battle of Reach, Unyielding Hierophant and such, but it was stated that they had tens of thousands. With all those combined, it barely reaches around two thousand. The Brutes could very well still have a sizable defense fleet in Covenant controlled space.

UNSC lost about 2000 ships. That was the count before the war. Total UNSC Casualties were around 23 billion. Several colonies survived such as Forseti and Minister with hundreds of million, let around earth with 200 million.

They have to re-build 1000 years of infrastructure that was built up since the 1600s. The Covenant came in and leveled every city almost. So whilst they are re-building, it is going to take so long and take up so much resources and so much manpower that they would probably be better moving the 200 million survivors to other colonies and leaving Earth. Picture Serra from Gears of War. Earth will have almost no intact power grids, water grids, agriculture and distribution or transportation networks.

Unless of course there is another retcon in effect, but it is the only logical outcome from bombing the planet for a month and reducing the population from billions to 200 million.

I am not saying that they are not re-building, or that re-building is impossible. It is just impractical.

Why couldn't THAT have been what ODST was? Why did we have to be excluded to New Mombasa? I'm sure the game would have achieved a much greater and higher status as a terrific game if we got to play in all of those locations at those times.
Dammit, Bungie. It's sort of an insult when we're just told that Earth got kicked the crap out of while we were gone. I would have rather PLAYED it. And ODST was near-perfect for that.
Bungie seems to have a habit of throwing existing ideas that make sense in the trash for their own ideas. In this case, their idea for ODST is vastly inferior to what I just went over.

The artifact in Africa is probably the only reason why Humanity would want to keep the world. But face it, symbolic or not, Earth is dead as a place where Humans could just go and live after the war. Turn on your tap, where is the water going to come from? Earth was symbolic, but after seeing it reduced to a pile of smoking rubble I think it would have lost its appeal. I sure would not want to live on some Serra like world.

It could be re-built, but right after the war it is not practical to do so, and would take so long to get it back to its former glory.

Wasn't Australia whipped clean off the face of the Earth too? How does a Planet go from Several billion to a couple hundred million? It was destroyed all over, it's the only logical reason. UNSC didn't have space superiority after Home fleet was destroyed so evacuation is unlikely.

I did read it but it is not entirely relevant to infrastructure. Terraforming is only half of it. Earth does not really need Terraforming anyway, it needs its infrastructure rebuilt. Terraforming cannot do that.

Reach took years to terraform. No way they are going to do it so soon after, oh I don't, the WORST war humanity has ever been a part of. They lack the resources to do so.

No it wasn't.
North America was attack, Central America, Africa, Antarctica, and Australia were all attacked, that much is confirmed. It is obvious that Europe and Asia were attacked as much due to such high population counts. They really should look into the Battle of Earth much more. The Covenant were on Earth for a month with the population going from billions to millions, obviously the high population centers were glassed easy.
