I have two drives. One is the DVD-ROM that has the burner (but it can also act as a regular CD-ROM). Then I got the regular CD-ROM drive. I was wondering if there was a difference in performance if I put it in one or the other. I wonder this because its says that the maximum speed of the DVD-ROM drive is higher than the maximum speed on the CD-ROM drive. I know that the faster the disc spins, the faster it loads (just like with a PS2 or Xbox). But I'm not sure if this is the case when it comes to computers. So does it make any difference what-so-ever which drive I put the disc in?

No, the only time you need the CD in the drive is when you start Halo it checks for a valid CD. It runs in memory or off the hard drive when you are playing.

Exactly. But I suggest making an alcohol copy of it or something instead of keeping the CD in the drive.

What's an alcohol copy? Is it a disc image?

Last time I tried to make an image, i let it sit for over 5 hours, and it didn't even get past 1%. Seriously.

You don't need to make the image. Leaving the CD in the drive is fine. It hasn't left my drive since the game was released in 2003, and still works just fine.

As for which drive to put it in, no, it doesn't matter. Personally, I'd put it in the one that can't write to CDs, since the laser has a less chance of a freak accident, corrupting the CD entirely.

Look... if your gonna use a cd to play it, use the DVD drive (usualy more sensitive, though watch out for scratching the disk. If I where you, I would go and download a copy of alcohol 120% and make an image.
