I thought the way it was presented was that their culture was very -blam!-ly-charged. Also, I think he said that the Forerunners considered them an attractive race. The Forerunners were effin weird themselves so It's not that much of a stretch for them.
Haven't got the book with me for reference right now but I think I remember Humans getting the hots for them as well.

Anyway, back 100,000 years ago, they were apparently universally attractive. Time went on, and that disappeared.
