There might be a simple answer: If Bungie promised Harebrained a forum on bnet for their game, then Bungie wouldn't have much choice in the matter. (I'm not sure that's the case since we don't see any employees posting there, though.)
I think the idea of individual forums is so that a community could eventually form there; a forum containing conversations on half a dozen games or more would probably be less like a community and more like an infodump, IMO.
You're also ignoring the possibility of Crimson moving to different platforms and increasing its userbase, which might lead to a more active forum in the future.
Finally, this seems like a solution in search of a problem. The only downside I can see is having too many forum links in the nav, and the web team can deal with that if it ever comes up.
