First of all, the forums are logically divided. Some sites have a billion different forums to cover incredibly niche topics. This has the affect of making the forums seem less active and discourages people from posting. Bungie, on the other hand has the community forum, the story and lore forum, the off topic forum, the news forum, and the advertising forum.
Secondly, the website has really good design. Unlike the mess of colors that one usually finds on various websites, B.net has a color scheme that uses a dark background and light colors complemented by various shades of blue. It's less aggressive and angry than the typical fare. A good amount of Moderation and the fact that users aren't able to post pictures is a plus, because it requires them to put more thought into the actual text.
Thirdly, personality. this is what separates both B.net and Bungie in general. I feel like I shouldn't have to elaborate on this, but I will anyway. Notice that, in spite of the fact that Bungie has become a very large company, they don't define themselves purely by the games they produce. They have various annual traditions, they have lore that isn't linked with a game, and they have employees that interact with the community in a casual, off the record kind of way. Their announcements don't usually come off as press releases. There is a sense of humor that's present through out the site and not just in isolated pockets.
