That during the war with the covenant there were only 2 arbiters?

Ripa 'Moramee
&
Thel 'Vadam

And as well, that though 'Moramee's armor could have been reclaimed from the previous Arbiter, it was lost with him?

Meaning, 'Vadam's armor had to have been made just for him.
This under the assumption that the armor of the Arbiter is taken by the covenant after their death , and passed on.

Or is the Arbiter's armor berried with him and a new basic format of the armor is created for every new Arbiter?

it is filled with caskets, with Ripa, his body was trapped in the inside of the implosion of the shield world.

I'm sure he's not the only one who's body - and therefore armor - could not be reclaimed.

Only 2 known Arbiters. However, there was apparently one present during the battle of Jericho VII and it's implied that Luro 'Taralumee would become Arbiter for losing Halsey.

And yeah, Truth was likely just BSing when he said that the armour of the Arbiter was passed down.

I would imagine that with the Arbiters being sent on suicide missions with little to no chance of return, it would be fairly likely that their armour is rarely retrieved.
Don't forget that the rank of Arbiter existed long before the Writ of Union, so I would imagine that they (the Prophets) would simply use older armour worn by the ancient Arbiters instead, hence the age and outdated features of Thel's armour.

As for Ripa, well he was placed in command of the crusade so he would have gotten the latest cutting edge armour as a result. Thel became Arbiter as a punishment and Ripa was created so that Regret would have a general who would show no mercy to his foes, which was essential for the covering up of Humanity's true origins.

So basically yeah, they just used older armour for the Arbiters in general, with Ripa as a commander was an exception. that's how I understand it.

I can see that. They just stripped it off some previous Arbiter and called a it a day. I'm sure whoever that was, was The Arbiter so long ago in fact that it was before the covenant was created.

Which means that the design of the Arbiter is the symbol, while the composition and technology can be augmented to coincide with technology levels.

Oh yeah, that's right isn't it? Well he was totally BSing but I think originally, that's how it worked. Like with Fal 'Chavamee in legends

Each arbiter impossibly lies in the Mausoleum, but I think that there are many that could not have been recovered and are empty tombs.
