Kind of like reddit. But the amount of up or down votes a thread gets doesn't move it anywhere on a page.

If the voting doesn't change the course of conversation (positively or negatively) then what purpose does it serve? I can only foresee people doing just as they do on Reddit: Karma Whoring. People would beg for votes up to just get a big number. That is silly.

Bungie.net's discussion forums have always been about quality over quantity or silly "forum trophies." Its still one of the best forums that I visit. Reddit, as per your example, is horrendously and grotesquely swamped with attempts at karma whoring/grabbing just for a worthless number. Often times the karma system there is abused and/or neglected in lieu of its original intent; to encourage quality discussion.

All counter-arguments to evolution are based on a gross misunderstanding of the theory.

There are problems and abuse with any system, ever.

The upvote/downvote system works fine on Reddit.
It works terribly on YouTube.

It's really hit or miss based on the maturity of the community at each site. But should it be implemented here? No thanks.

I will say I am in favor of a "like" button or something similar, as sometimes someone else says something funny and I want to let them know but I have nothing to contribute to the conversation. I think it would eliminate a lot of the posts that quote something and then simply say "lol." Same for people that quote things for emphasis but then don't add anything themselves, or quote and just say "this." Some kind of "+1" system would be a way for you to provide feedback to a conversation when you have nothing to add to it.
