I made this Razer Onza review back in April:

and this follow-up a couple months afterwards:
Two-month follow-up
In each of these, I use some solo multiplayer Halo Reach footage in the background to demonstrate the controller.

My question is, what are Bungie's policies on using game footage in youtube videos? Where could I get approval to use this as background footage?

This would be more MS's policies on the subject, rather than Bungie's, as MS owns the Halo franchise.

Generalizations.
Helping idiots hate other idiots since people have existed.

If I understand properly, under Microsoft's Gaming Content Usage Rules,
I think you are free to use anything in the Halo series including gameplay, cutscenes, music, and other stuff.
(as long as you state it was created using assets from Halo under said rules).

I may be wrong, though. You should probably check the rules themselves to make sure I'm not mistaken.
