Win percentage has nothing to do with your rank. What matters is who you are beating and who you are losing to. 18 games is nowhere near enough games to have a high TrueSkill.
Not true. I got placed in 45% Onyx with 21/25 games last season. But I also played every single game with my friend who was started at 15% Onyx and ultimately ended up at 2% Onyx, so I was consistently matching single digit Onyx players.
But if you're playing nobodies, it won't matter what your win percentage is. Having a high percentage puts you on a much faster track to ranking up (every game you win, the game will give you progressively better and better players, but if you lose, and the more you lose, the game thinks, "Hmm, this person probably belongs around this level.")
Summary: long winning streaks + better win percentage allows you to match up against Onyx players sooner, but you need to consistently beat Onyx players (or carry much lower ranked teammates against better opponents, eg. if your teammates were all Bronze and your opponents were all Gold) in order to get Onyx yourself.
