why does the mark v look different in reach, shouldnt it look more like the one in halo 3?

The Mark V was actually standard issue to Spartan-II's from 2551 to late 2552 (Halo 2 had Mark VI). Spartan-III's were equipped with SPI armor, but Spartans like Noble Team who were in direct association with ONI Special Warfare Group Three received standard issue Mark V [B] armor, which is what Noble 6 wears. I would have to say that the Mark V in Halo: Reach is probably a Spartan-III variant, since you can see there is a difference in the design, but it is not a prototype. Maybe Bungie just wanted it to look different. My guy has some Mark V on that is tricked out with some tactical gear if you want to check him out to see what I'm talking about.

I think the MARK V shoulders should have been called something else in Reach, and they should have put in actual MARK V shoulders that are exactly like CE's armor.

Nope, the standard Mk V is what was used in Halo Reach.

They even said in the CEA video that they first tried it with chief in the Halo Reach MK V, but he looked funny (I think in part because for some reason the shoulder pads are way too low on the shoulder...).

What you said contradicted itself. The Armor Chief wore in CE is the standard variant, yet he looked too weird when he wore the Reach variant, thus giving him the armor on how he looked back in 2001 which was the original version. This supports the theory that the armor worn in Reach was simply a prototype.

The standard helmet in Reach is the Mark V(B) variant. It is not the same as the CE helmet.

The Mark V helmet, unlocked at a higher level, is the same as the one in CE. It looks a little different because the Design team made it that way. This is also the same as the Halo 3 unlockable Mark V helmet.
