I think the golden Age of Halo has ended.
It was great for Halo Ce, 2 and ended with Halo 3. By then, people wanted faster gameplay and Halo doesn't exactly offer that.
I think your definition of fast gameplay is backwards. CoD is a slow paced shooter, Halo is a frenzied action game. Generally, the longer the kill times, the faster the gameplay (look at Quake).It seems pretty weird to think of it like that, CoD is faster in pretty much most ways - dying and killing is faster, running is faster, therefore battles are faster etc.
If you're talking about multi: yes, COD is faster. Thats also why tactics are completely absent from the game. You simply have no time for anything else than either run and gun, or hide and camp.
But if you're talking about campaign: Halo is faster. And thats all due to it being FAR more dynamic than CoD's (and 95% of all FPS games) shooting galleries. Halo has constant shifting battles, CoD has "sit in an "alley", shoot X mindless enemies and more on to next scripted event" gameplay which is very stale and slow.
