Does bungie IP ban because some ppl just make a new account when they're banned, it just seems better that way, IP banning is the most effective ban i think, or maby even a IP blacklist.
People have dynamic IPs (ones that change). Bungie has a system like that in place - a banned user cannot access Bnet with a new account on the same computer - but I'm not sure if that works by IP or not. If a user's IP is always changing, it's impossible to keep them off the site.

Well, if you have a static IP adress then your gone for good but if it is a dynamic IP then it changes everytime you log onto the internet via internet browser. It assigns you a new IP adress each time.
