They had to balance graphics, worrying about how to draw those graphics, how to work the physics, how to... derp.
While graphics are important, they were not the sole focus of Bungie. The maps were constantly changing during development, so textures had to be changed constantly as well. With remakes like that, you change one or two things to match the newest game, and you can spend weeks/months on one unchanging map's graphics.
That offers a much higher level of detail.
