There's information about this in the stickies but I'll show it to you anyways.
Right click your desktop shortcut, click "Properties". Now, you'll see the following lines:
Target type: Application
Target location: Halo
Target: "C:\Program Files\Microsoft Games\Halo\halo.exe"
Now, that box where it says "C:\Program Files\Microsoft Games\Halo\halo.exe"? That is the target line. Now, after "C:\Program Files\Microsoft Games\Halo\halo.exe", space and then type in -console.
So in the end it should say Target: "C:\Program Files\Microsoft Games\Halo\halo.exe" -console. Then click "OK" and you're all set to go. Play Halo and press the ~ key. (Left of 1 key, below Esc). Then the console should appear at the bottom left corner of the screen.
If you don't understand that then simply look into the Guides sticky. Which you should have done in the first place.
