I'd imagine its for liability purposes. Such as if someone posted something bad on the forums, and a kid complained to his parents, the parents wouldn't win a lawsuit because the kid was not supposed to be here in the first place.
Probably not the most apt example, but you get the idea. Its probably not there to strictly disallow kids from viewing the site. Its probably so Bungie can protect themselves from the stupidity that is young people, parents, the Internet, etc.
I don't honestly know for certain, but Occam's Razor would suggest my interpretation is probably the right one. As many have said, it would be almost impossible to police that particular policy, given the nature of the Internet.
