first you have to have a host. there are several free host scattered around the interenet. then depending on who you use to host your website the instructions for uploading your files may vary.

Post an HTML site, huh? You mean on the internet, I presume? Well, you need both a domain name and a server. Domain names are available everywhere, for low costs such as 10 bucks a year. You can choose whatever name on whatever .com, or .net, or anything. Then you just need a server that stays on the whole time, where you have the actual HTML documents. There are lots of sites out there that will host your website for you, for a fee, of course. Otherwise you could go to freewebs. This isn't recommended.

I Just found out from my dad that we have a server set up at our house so I can make my own web sites and have a .com,.net, etc for free no charge

You still have to pay the fee for a domain name, you just dont have to pay to host it
