Ok I'll pick a level for you.
On The Covenant, at the third tower, there's a cutscene that does not remove any AI when playing. One guy got a Hunter up there but I took it a step further and brought Arby and got them to fight each other. You should know the implications of this. You could potentially get 4-5 sword Elites to fight a Hunter in the cutscene. Although it's possible to bring a Hunter and AI up without a deployable cover, to get that many Elites and a Hunter would require multiple deployable covers.
The basic setup for Arby vs. Hunter (with Thunderstorm on):
1. Kill all the Brutes and Elites. To reduce the number of Elites to kill, just don't destroy the AA Wraith on the right side of the tower
2. Lure both Hunters up, kill the Drones then kill Arby, get his body onto the elevator (preferably next to the glass windows) while making sure the Hunters are nearby (it's especially useful if you keep 1 Drone alive, even better if he's blocked and in the Hunter battle room), put a weapon of your choice next to him
3. Kill the other Hunter, trick the remaining Hunter to step onto the elevator, activate it
4. Melee Arby's body off the elevator, put weapon next to him (if it's stuck in the elevator, just shoot it with a projectile weapon), then kill all the Brutes. You should get a checkpoint
5. Move the weapon in advance and melee Arby's body to the tower activation panel. He'll eventually get up. Put him at the location depicted in my Halo 3 Cutscene Fun video. Then lure the Hunter (by goading him into meleeing you) to Arby and then activate the panel.
TLDR:
1. Get Arby's dead body onto elevator with a Hunter
2. Get Arby off the elevator, kill all Brutes to get cp
3. Get Arby to the activation panel and then lure Hunter and get him to attack him
After cutscene, they will be in the places you left them rather than where they were in the cutscene.
