Does anyone think that there will be a program in place to increase the birth rate to increase the human population so that humanity will have a better chance of surviving post war?

Considering that humanity needs the manpower to guard their empire or colonies from Covenant hostility, eg the Pirates or renegade covie forces and even to control the inserectunist from running loose.

What about the undefended human occupied space, obviously the UNSC will not let them be easily taken, and also the resources are valuable beyond measure.

Plus if another war happens humans will not have the manpower to survive extinction.

I doubt another war would occur. We already fought and beat a bunch of aliens, what else is there to attack us?

Not anyone attacking us but controlling our borders is important in light of Kig Yar piratin and Inseructionist activity going unnoticed. To combat probing from hostile dissedents from former enemies and making sure your empire is safe you need the manpower to do so.

I am...whimsical today.

As far as I'm aware, population tends to be able to increase itself well enough without incentives.
Today being heralded the birthday of the 7 billionth living human, however, is perhaps biasing my judgement.

but this is based on the increasing population in the underdeveloped nations not in the developed and halo universe has shown a huge decline in human population, so to increase it back to former size where they could control their borders and have a decent control of what goes in on their space would take time if they let it off to nature.

Humanity needs these planets for if they do not the others will and so they will have to later if due to rise in population will have to start a war with other species to gain these resources.

They have to re-terraform the glassed planets first before they start to increase the population. But i believe there would be a huge population bloom.

Not all elites a certain group and for humanity to survive any renegade enemy they will need the manpower, and what about if any of their enemies release a WMD on us and kills another chunk of our population, that will not be good for our survival.

Exactly, the humans would need to consolidate power, then work on recolonizing the space. If you are spread too thin the best thing to do is to reconsolidate power then work on expansion.
