In terms of story: Halo 2.
In terms of leveldesign: (for me at least) a tie between CE and Reach.
Overall Top 3:
1: H2
2: CE
3: ODST
I know people will question the Reach tie in leveldesign but I don't care. Yes, it was more linear than most other Halos but nearly every level was a nod or throwback to classic levels from the other Halos with their own twists. The vistas were amazing, the sense of a war going on was finally being shown, pacing was well done and quite frankly: the level design was really good. Great combination of open and closed spaces, great chokingpoints for battles, loads of diversity. I know the story was lacking as were the characters, but the leveldesign is something I truely enjoyed a lot in Reach.
