I can tell you with complete confidence what it is, lack of options on the battlefield.
Reach maps are completely undynamic, and the only thing worth pushing for is power weapons.
look at it this way, in H3 we had equipment which carried with it a myriad of possibilities in combat, whether it's throwing the perfect power drain or using nades inside bubble sheilds, there was just so much to make the battles dynamic. Also, Power ups, nothing beats grabbing OS at the last second before death and getting the 3 seconds of invincibility, or being a sneaky beaver with Camo, hell, even the laughs of grabbing them both. Then there was dual wielding, a beast of a primary weapon (BR), and much more maneuvrability (Strafing, jumping, trick jumping, nade jumping).
H2 had it in spades with the best maps, trick jumps, button glitches which made it difficult to master.
Even CE had it's own tricks to master, like nading powerups and weapons, trick jumping and a beast primary weapon.
Reach is like halo, neuterd, trick jumping basically doesn't exist, you can't nade jump, there are no power ups on the maps to push for, no equipment, no dual wielding. It just feels empty, you pick your AA and then what? Push for rockets or sniper. It just feels shallow
