It depends on what you mean by "dead". Population-wise, of course it isn't dead. There are still thousands of people you could be playing with, and its still the 4/5 most played game on live.
But community wise?
Halo is absolutely dead. Remember when we had a thriving community? Machinima like Pre-Game Lobby and Matchmaking were abundant. Community memes like the No-Scope song and Brysi's work were common. Bungie communicated with the community constantly. We worked together as a community, whether it be by dismissing the secret of sandtrap or finding Recon. We did awesome feats, like LASO (when you didn't actually get exp for it). A great way of telling the quality of a game is the diversity and activity of its community. We once had a thriving one.
Not anymore.
The community feels empty. Its artistic quality gone. Look at games like Minecraft, WoW, and Starcraft. They have diverse and active communities, and the quality of the game is what ties it together. Reach was very meh, and did a poor job at holding the community together. It just didn't feel like halo.
No, Halo isn't dead, population wise. But that soul, its long gone.
