I don't think their are civilian Covenant. If their are, they aren't our idea of what a civilian is. They'd be more like people who devote their entire lives to supporting the war effort and being religious fanatics but don't actually fight.

There are and are talked very slightly in the books. Mainly Unggoys going on pilgrimage, etc. Not much is know of the covenant civilian lifestyle.

There are covenant civilians (dumb question to ask)and it cost alot to get to high charity though it is said all should try to go.

It is like going to mecca really.

Yeah I know there are civilians I was just curious as to what their lives were like. I think, personally, that their lives were like that of heavily religious people who celebrated strict holidays and dressed accordingly to religion. The civilians I would think would attend services everyday, high charity seems like Mecca to me but I dont know how it really is.

I imagine that the life of a Covenant civilian is like that of any civilian whose nation is involved in a total war. They work tirelessly to support the war effort, and their supplies are rationed to make sure the military has everything it needs.

The covenant, a theocracy, is in a holy war. There aren't any civilians because it's not in the nature of the state to recognize such out-born groups. And if there were, we certainly couldn't say anything about their lives, in particular because the social and economic forces inolved are completely unknown to us. Halo, after all, isn't that deep.

In Halo 3 level Cortana, you saw Elites everywhere. There weren't any civilians, just a bunch of Elites ready to kick some ass.

In Halo 3 level Cortana, you saw Elites everywhere. There weren't any civilians, just a bunch of Elites ready to kick some ass.

That was just the area around the Reactor. We have only seen that area and the Prophets' inner sanctum/government area. This is only a tiny fraction of High Charity. There is still plenty of room for civilians.

Besides, all of that biomass had to come from somewhere.

I tackled this in a fan fiction where much of the main protagonist's time is spent on High Charity. It was challenging, but I basically decided the city was segmented into multiple districts (like a district for the temples, one for the markets, one for the Unggoy, the Kig-Yar, the Councillor's homes, etc) and the average Covenant life on High Charity was a devout one but I still think there are civilians.

I'm not sure how canonically accurate that is in light of recent material, but it worked for my story.

In high charity? Listen to the sermons of truth, regret and mercy. Attend gatherings for other purposes also, like the torturing of the arbiter where he got his mark of shame from. Apart from that I cannot think of much.

Weapons manufacturing etc would be left to covenant controlled planets and not high charity itself.


Farming, Drilling, Business, Scholars, Discoverers or Scouts, Entertainment etc. There are many jobs that are needed and have not been told about.
