Well, this is probably the millionth time this had been posted, but... people derank with their accounts so they can trick the system into thinking they are awful and have a 99% chance they are going to lose the match. However, once they have deranked enough and play on a team with a new account, the system doesn't expect the new account on the team with the booster to win. But, since both of the accounts are being played by good players, they win the match, and the system rewards the new account, thus, the new account ranks up extremely fast. Much faster than playing normally. This is why you see accounts with 50's in team doubles in 20 or less games.
With that being said, some people just derank to be douches. But the first case is more common.
Edit: In case I wasn't clear enough, the "deranker" or "booster" account goes to hell, and is used to boost a brand new account to 50.
