Secondly, yes, zero bloom is largely 'Shoot first, win'. I think every minorly competent player in Reach can aim for the head, there's no skill gap concerning headshots because it really isn't that hard of a thing to do. Bloom increases the skill gap because you have to evaluate the risks/benefits of overfiring and make the tactical choice to shoot or not while your bloom is resetting. If you shoot and make your mark, you win the engagement. If you do, and you don't make the headshot, and your opponent opted to wait you out, looks like you're eating a lead salad. It's an effective system, and adds a bit more thought into your combat.
And if you get killed by losing that 'wait or shoot' choice? Get over it. Problem solved.
