in your first phase consider the fact that there is little to no verticle game-play. it might give your players a better sense of movement. it will also improve the net flow of the first phase and make combat more interesting.
I think he's set on Mongeese only coming in at Phase 2.
I think maybe
Phase 1: Capture points to open the mongoose depots
Phase 2: Enter the skyscraper (Build one) and capture the elevators OR the stairwell to unlock a falcon garage to the left of the the street in front of the mongoose garage
Phase 3: Capture the core from the top floor and then get it back to the initial spawn.

I like this idea but I'm in the skybox. A falcon will be difficult to fly, and I'd have to killzone all of the walls so it doesn't leave the map.
Good point.
Maybe you could put jetpack stash instead of a falcon, and then a warthog on each side.
If you are in the skybox then you could have it be a high security bunked like the one in bunker complex
All loadouts would be
Specter: Camo, AR, Pistol, P2
Bulldog: Sprint, AR, Pistol
Ninja: Sprint, DMR, AR, P2
Assassin: Shotgun, AR, Camo, P3
Security: DMR, Grenade Launcher, Drop Shield, P3
Sharpshooter: Sniper, None, Sprint, P3
