You would think in such a dire time of war, such terrible times, when your entire species has been virtually exterminated by superior fighting forces, that the UNSC would've come up with better technology.
They had little time to do so, little things like losing entire worlds to a remorseless and relentless foe kind of force you to deal with the more immediate concerns of not going exctinct rather than spending billions on R&D for a new gauss rifle.
Even if you do, and it cost the same to make one M99-Stanchion as it does to make 100 S2-AM's, was it worth it?
The Warthog? Yeah, good reconnaissance vehicle, that's it. It only can fill one purpose, but its deployed to all things.
Given Covenant combat doctrine heavily favours infantry, using it in an infantry suppression role is perfectly reasonble.
You cant say they have no money, because using a system the Covenant used would've been much more practical. The Covenant had a system where the war machine wasn't built around money, yet constructed beyond the limits of economics to fill religious purposes.

You appear to be under the impression the UNSC had infinite resources.
The real world does not resemble an RTS with cheat mode on, the Halo universe should not be considered to do so either...
They wouldn't have been getting thrashed by one legion of Covenant troops when they had 200,000 soldiers.
They had an army in the billions, 200,000 is pittance in comparison.

Ok, here's the problem:
Lets say the UNSC wants to field 3 billion warthogs across it's territories (given how ubiquitous they are this is a low estimate).
Lets say each hog has 2 inches of Titanium-A plate in the important places, if you want to add an extra inch of armour to every hog, you can now afford only to armour 2 billion warthogs, not three.
Given that UNSC armour isn't that good against plasma anyway, and the 'hog's best defence is speed (which your 'tactical upgrade' would reduce btw), is it really worth losing 1,000,000,000 functional fighting vehicles to marginally increase the protection offered to the rest? Even in this case the added protection is minimal given Covenant weapons remain highly effective.

The 50 is mostly useless anyway, the only time it should see use is if the tank has lost all it's supporting elements. (Granted, this happens in the game quite a lot, but Spartan missions aren't typical of UNSC deployment's I'd think.)
or making the air intakes bigger on a Pelican. I mean really, its that simple!

I think ONI was holding back the UNSC and the war effort for their own personal gains and agenda.
Doubtful, they knew they might lose very soon, they were going all-out to prevent that.
