Elites in Reach are the real warriors. Fast, strong and tough combatants to defeat. Brutes on the other hand are meant to be brutal, merciless and almost savage. Because of this behaviour they were granted their own mission in a sense, Exodus.
The mission reflected their aggressive nature well, slaughtering civilians rather than their more professional elite neighbours.
They're still "damage sponges" but I don't think their true behaviour was shown enough.
In Halo 2 the brutes would go berserk if angered or if they became the last brute left standing in their pack. Not in Reach though unfortunately. This behaviour gave the brutes personality and showed that they were genuinely infuriated and were savage fighters. In Reach they just take a ton of damage, shoot spikers and walk towards you with their angry face on.
Fair enough the chieftans look the part in Reach and most of the brutes behave in a decent enough way but I wish they went berserk, charged, rushed and behaved more aggressively to make them feel unique and fun to fight. I didn't want them to feel like generic walking damage sponges that come occasionally instead of the more original elites.
