Subject: Explain the Covenant's Lack of Weaponry

Ignore my gamertag. It's actually Dragonzzilla.

Using your vast knowledge of Halo Lore, make a detailed explanation on why the Covenant didn't use Armor Lock, Concussion Rifles, Focus Rifles, Holograms, Needle Rifles, Plasma Launchers, Plasma Repeaters, etc. before and after the Fall of Reach.

I am thinking that the Covenant did use these weapons before and after. It is a simple coincidence that one does not notice or come into contact with these weapons.

Armor Lock - Took too long for battles to end.
Concussion Rifles - Brute Shot had a Bayonet.
Focus Rifle - Beam Rifle was faster.
Holograms - Only grunts fall for them, Humans aren't grunts.
Needle Rifles - Carbine had a faster ROF.
Plasma Launchers - Utterly Useless.
Plasma Repeaters - Plasma Rifle, derp.

How did Reach decide the course of the war? Wasn't it mentioned in Glasslands that a Plasma Repeater and a Revenant was used? Wasn't there a Plasma Repeater on the cover of First strike too? Although it was never mentioned.

Because they were probably distributed differently between branches of the military, just like how the Army and the Navy had the MA37 and the MA5 Assault Rifles or the Designated Marksman Rifle and the Battle Rifle respectively.

Other option would be the fact that Reach was super important and so, they took as much equipment and weapons as they could for the invasion.

Better weapons were descovered and put into service in place of the old ones... For example the US army today isnt using a WWII Springfield sniper rifle they are using Barrett 50. Cal and others.

you could come up with countless ways why, its not like it ruins the story that they did that.
