It would be very difficult to make it effective, at all. Just report and bam your good to go. unfortunetly, a websites intent is very hard to detect and very easy to hide.
It would have to be a form database system. Where all the shock site urls are listed, having it check any post with a url in it would make the post take a very long time to be processed.I'm not sure why you would think that, because databases are extremely fast.You really think something like that could work? There's a new URL shortener popping up every day. It's like if we tried to censor links from hardcore [people filming being filmed having sex] sites. There's such an innumerable amount that it's just not possible.
Of course the latter example is a vast hyperbole of the former, but the same principles apply.
