Modern assault rifles are designed to wound, not kill. The idea is that Kill = One less to worry about, Wound = Victim plus Medics and supplies.

Theres a reason they started using 5.56 mm ammo. They travel faster, farther, more accurately, and because they travel with such veloocity, they basically shatter everything inside. If you want to wound but not kill, I suggest 9mm ammo. HOWEVER you can kill someone with ANY gun. SO the point is, assault weapons are designed to KILL
Actually, BobBQ is correct here; modern 5.56mm (and other caliber) rifles were designed with non-fatal results in mind; although they defintely can be lethal, obviously.
The US Military is actually coming under criticism lately from small-arms experts for sticking with the aging 5.56 M-16 service rifle, and M-4 carbine, specifically because it is a LOW velocity round, with LESSER range and accuracy compared to (some) 7.62mm rifles, including the US's own M-14 rifle.
