What do you mean by "save" the game?
Clearly Reach's population has gone down; the game is over a year old. Adding new map packs will, of course, bring some people back and add re-playability, but it will never change the fact that it is now considered old.
People move on to new games far too fast in my opinion though still. My roommate is a classic example. Buys Gears of War 3, gets sick of it, moves to Battlefield, call of Duty comes out, changes to that. Then Skyrim came out and so on.
But I digress, it's an old game. The people who like it and want to play it will still play it. Maybe the numbers of people playing won't be as high as they have been, but 40,000-50,000 is still a hell of a lot of people for anyone to play. The majority of the players are halo veterans and old time fans, so the new maps are a treat for them. I still love it, and I'll keep playing it. Sure it's not my favorite Halo game, but it's still pretty fun to me and my friends.
(Unrelated: A lot of people I know think halo is a game for only nerdy types and think Call of Duty is a more socially acceptable thing to play. Maybe that's why.)
