In terms of accomplishments, Chief would probably win, since we know little to nothing about what Six did outside what he/she does in the game, and what little other info we receive from the others talking about him/her. But at the same time, Six willingly stayed behind on Reach to allow the Autumn to escape, with full knowledge what the consequence would be. Of course, Master Chief put himself into immensely dangerous situations as well. Such as on the level Cortana, where he infiltrates High Charity, which is now crawling with flood everywhere. (The only level I hate more than that one is the Library)
In terms of Character development, saying that we've been through more with the Chief is an understatement. He was the first character that we played as, and he's practically the face of Halo. To be fair, I'm only going to focus on how Chief developed in CE, and how Six developed in Reach. Both characters throughout their respective debut seemed like they didn't have much of a personality. But as the game went on there were some times where we could catch glimpses of their actual humanity.
The best example I can think of for Chief is in the level Keys, at when Cortana's telling him "You Know what he'd expect...what he'd want us to do." From how chief reacts, you can tell that he doesn't want to do it, but in the end he has no choice.
The best example I can think of for Six, is at the beginning of the level Exodus, right after he/she picks up the magnum from the debris and head for the city. After watching the covenant lay waste to the human forces, he/she briefly pulls out Jorge's dog tags, before putting them away. In both cases, although they never say anything, we get to see what they're thinking. In the end I think that both of them as characters are tied. But in terms of popularity, Chief wins.
