Now, on to the "threatening his superior"...I don't think that was the case. Spartans are tools...But why have him waste his time killing humans while the war with the Covenant rages on?
You've got to remember that the UNSC really were fighting two wars at once: One against the genocidal Covenant, and another, internal one, against various rebel, and insurrectionist groups.
The Spartan II program, the predecessor to the S-III program, was originally concieved as a way of counteracting insurrectionists, and the activities. It was only once the Covenant showed up that the Spartan II program shifted it's sights.
Additionally, even during the Human-Covenant War, Spartan IIs were used against insurrectionists, such as Blue Team [Source: Chapter One, Ghosts of Onyx], and Grey Team [Source: The Cole Protocol].
And, yes; I am aware the Noble Six is a Spartan III, but there isn't a whole lot of source material, or really any material on Spartan IIIs with which to use, and fall back on.I'm aware of the history but do you know of spartans being singled out and used as contract killers? He's probably killed key members of the insurrection, like cutting the head off a snake. That's not something that you need to cover up, in fact quite the opposite.
but not all insurection members are soldiers. he could have killed children whos only crime was to have a father or mother who was an insurectionist.
