Here's a fix, How about don't make the zombies so damn pathetic.
As Halo 3 custom games proved, people love shooting targets that run round and can't fight back.
The amount of fatboy on stairway to heaven or sealed fortresses I saw were shocking.
Safe Havens did work, shame they couldn't make something based off that called something like contamination, where every say 30 seconds the zones shift so stay in the contaminated section of the map too long or stand still there etc and you auto die from and get infected, this would get players moving round the maps at least rather than camping one spot.
I did on Halo 3 try a mode to counter the problem called Nemesis, basically you have 1 single start zombie, the nemesis, full shield through multiple over ones, slows as anything though, but in return using a rocket launcher and grav hammer, the main idea being it forces groups to work together to kill the first zombie due to the high shield level, and makes its easy for the first zombie to get some points infecting people. Finally coming in to play at the end again to break any deadlock by being able to pretty much walk up to the enemy and kill them off, if they are camping.
