Are you trying to fix the problem of alt accounts? If so, I would much rather see something implemented that makes each individual account worth more to the user than it currently is. That way, if an account is banned, the user would feel like they lost something instead of undergoing a minor inconvenience.

Are you trying to fix the problem of shock site spammers? If so, IP banning would be completely ineffective. If someone is wanting to post those sites, there would be a variety of ways to evade an IP ban available to them. Beyond all that, it's pretty easy to spot and ignore shock sites.

Listen IP bans will not help as some use public servers, and some people have friends who are douche, or because its a university server.

That is a good concept, however in application it fails utterly. People can quite easily mask their IP addresses and whether for legitimate or illegitimate reasons, it doesn't matter and still works. Services like Tor are a great example of this, go look it up.

I've seen other forums that will show the IP of the poster at the moment he made the post.

If Bungie.net doesn't do this, then that sucks. It's extra information available to the moderator.

But is it needed, i mean people can change their ip. Plus it is a bit too much work for the mods as they have to do more work and check the history of the ip and look at each account that is made etc.

It's useless information unless you know exactly what you're looking for and have time to devote to the problem.

Besides, as a number of permabanned users will attest, bungie doesn't really care who you are, it's how you behave at any one point in time that matters. Malicious sock puppets and alts can be identified a mile off without having to resort to hit-and-miss technical tricks.

Yes, I have one-has it ever crossed your brilliant mind that people would be much more inclined to take you seriously if you actually took the time to scan your work and check for grammatical errors and things of that nature?

As for an "IP stalker," I can honestly say that I do not spend enough time on this website anymore to actually care whether or not users are 'IP banned.'

This is pretty much my thought on the matter. Besides, IP bans are reactive anyway, the only way to limit things like shock sites would be proactive. Stop them before they end up on the site. The post submission form already checks for things like invalid characters, that could be extended to check for certain URLs from known shock sites and URL shorteners. Unless the URL is as long as -blam!- there's no reason to use anything like tinyurl or bitly. It may not stop 100% of shock sites, but it could make them work harder and the list could be updated by the moderators who encounter the new sites.

As for spam, it's going to happen, it's the internet and people are asshats. Just ignore it and educate others in how to ignore it was well.

Simple solution, new accounts have a 2 minute delay in submission of reply, and in that time, they can be seen, if consist of an website then can be checked by the mods.

That's why I considered saying "don't fix what isn't broken" in my first post; but I considered that we really have no idea if it'll help or not (I don't think it'll even hurt anyone, if you implement the ideas in my first reply).

The mods will just rinse and repeat. That's what they exist for. Now, as for the OP....I don't think this is really about keeping the site safe. I think he just wants to get rid of alts.

Ken, this has been brought up dozens of times. The users on this board are in the delusion that IP bans are completely useless. They are basically saying every website with a message board that uses (which, I must say, is a gigantic amount) them are foolish.

Sorry, but people need to get their heads out of their asses. Just like any other ban or form of moderation, it isn't completely fool proof. However, I guarantee that if IP bans were implemented, the amount of shock site accounts would decrease significantly.
