It's going to be rather difficult to get a laptop that will run those games decently. Well, not difficult, but more expensive than you probably want. I would suggest getting yourself laptop and an xbox to be honest. My laptop can run Halo PC fine, but not Halo 2 or CoD 4. The graphics cards in most laptops are not powerful enough to play high speed, graphically intense games.
Or he could do the sensible thing and buy a PC which is far cheaper than a laptop with superior performance? The OP is under the impression a PC that can play games goes into the thousands which is nothing but a myth console gamers started up as an "excuse" at not having a PC. Laptops that can play games will always be far more expensive for performance when compared to PC's, so as i said before, the OP should look into putting a PC together, or go for your idea.
I made the assumption that he would be using the computer for everyday tasks like college stuff or other schoolwork, in which case a laptop is quite convenient. However, if he doesn't need to transport the computer often, I would agree he should go for a desktop as the performance is much greater for the same price.
To the OP, what are you thinking right now in terms of computer usage? If you need a laptop, I would say get yourself one that will do what you need it to do, but don't shell out trying to get one to game on unless you really want to and have the cash. Use the extra money to buy a console. If a desktop PC is OK, find a friend that knows a lot about computers and have him help you. You could customize one yourself and get a great gaming rig for a lot less than you would think.
