Forge-created anything has no place in matchmaking, aside from a community playlist perhaps. Only official, ACTUALLY designed maps with original or at least non-forge resources have a place in competitive match making.
As far as capture the flag goes and credits, your absolutely right, the credit system is a just a dumbed down leveling mechanic that allows players who are terrible or not top tier, to reach max rank through time instead of skill, with more skilled players getting there faster.
It's only damaged the competitive nature of the game and encouraged: Spawn camping, boosting, generally terrible game-play when any objective game is in question. The 1-50 ranking system was not only fair, it was truly prestigious to get the max rank. Take for example halo 2, once you were past level 47 in matchmaking the curve to level up was INSANE. We're talking winning 20 games in a row and losing one and DERANKING. As crazy as it was it generally provided a much better rule of thumb about players as well. In halo 2 and 3 a level 50 was at the very least, GENERALLY not a scrub at the game.(there's always exceptions but much rarer in these cases)But In reach, you can go up against inheritors that are just garbage. The supposedly highest rank in the game, which means nothing. Awesome.
So to answer your question, I guess Bungie really WAS that retarded. They took a pedigree formula with the halo games and RUINED it with Halo reach. The recent anniversary stuff is fun, but it's just a small boon to making the game more like the other, much more fun halo titles. Say what you will about the Call Of Duty series, but they never reinvented the wheel, they just enhanced it a little more with each iteration, and in essence preserved the fun groundwork that makes all the call of duty titles commercially and generally overall successful...not doing the the whole which series is better thing, that's not my intent for mentioning COD lol.
I've already wrote far too much but I used to be a gigantic halo fan, ever since halo 1. Reach alienated me, it alienated my fandom to Bungie and broke several GOLDEN RULES of halo gameplay. (some of those rules have been restored thankfully, for example a stick with a plasma grenade is a guaranteed kill, regardless of Armor lock)
