Reach has a higher technological advancement in graphics (obviously - it exceeds Halo 3 by 4 years), but its art style, what makes it so muddy, gritty, colorless, and lifeless, is definitely poop-ugly.
But I think that was the point. (no, not to make it "poop-ugly") but to create a gloomy tone to tell a poetic but depressing story. It's akin to a Greek tragedy. You can make the art style gritty without making it poop-ugly, however.
See the Halo 4 trailer art style? Definitely gritty, but definitely not poop-ugly. Also, look at some of the Halo Wars cutscenes.

See Halo 3 ODST Announcement trailer.I'm not arguing that that the Halo 4 art style is better than the Reach art style by any means - that'd be stupid because I haven't seen Halo 4 gameplay. The only thing I'm asserting here is that you can have gritty visuals that aren't boring, dull, and lifeless. The Halo 4 trailer has gritty visuals, so it's a prime example.
Like the fellow said above. Halo 3 ODST had a dark setting and feel to it, but it kept it's vibrant Halo-esque colours and general Haloish graphics that worked out wonderfully.
