I'd say they're fine.
I thought Delta was the smart one.
My coup is just something I like, And is not to fit my B.Net personality. And on topic, Just because some people dislike the use of a certain AA It shouldn't be removed from the game entirely. If it did, Then people who hate it will move onto another AA To try and get rid of it.
Jetpack is bad in a similar way to how Armor Lock is bad.
Armor Lock
Armor Lock, saves you from deadly damage and can let you distract enemies while you wait for backup. This is a powerful ability and people hated it because it is annoying to have to deal with. It's not that its too weak or puts you at a disadvantage when being used. It's it gives too much of an advantage.
Jetpack
In a similar way Jetpack allows you to ignore the map movement funnels that the developers anticipated and designed the map around. You don't need to use the maps stairs when you can fly to the higher ledge from right under its side. This messes up the maps flow.
Jetpack also makes almost all the cover placed most maps useless because it was designed assuming the enemies would be at a similar elevation to players using the cover. With Jetpack you can fly far above the cover and get the first shot on enemies who are either hiding to recover shields or trying to avoid being shot by the other team.
For two players with good aim whoever gets the first shot is probably going to get the kill. Jetpack allows you to get the first shot on players who weren't expecting to be targeted while using cover.
This change of gameplay would be acceptable if the maps had been designed to accommodate this addition, but other than adding wide open outdoor and indoor maps with high ceilings, thereby giving Jetpackers a place to go up, they didn't design the maps to work with Jetpack for the players who are stuck on the ground.
Most open area cover is for ground level enemies and the only Jetpack proof cover on most maps is inside buildings which limit ground level players from engaging other enemies in the game by cutting them off from all other enemies.
So when facing a team of enemy Jetpackers you have three choices.
1. Stay in buildings to avoid their height advantage.
(not recommended, they will rush the building you are in and, considering the size of the average room, you will be killed by grenade spam)
2. Go outside and try to kill the Jetpackers.
(Viable if you can get your teammates to help and the Jetpackers are not coordinated. If your team won't help or the Jetpacker are coordinated this won't work.)
3. Use Jetpack yourself to get the advantages listed.
(Recommended against uncoordinated enemies. Not recommended against parties or coordinated enemies.)
This short list of choices for countering Jetpack is unacceptable from a gameplay standpoint because it limits players viable options when faced with such a disadvantage.
