Gravemind. I find it funny that the main criticism of him is his unclear motives and the fact he's not fleshed out when I find those to be his strengths. I find villains where little is known about them to be more intimidating, it makes their limits unknowable. And the unknown works on a primal fear.
Gravemind is a villain or antagonist. An antagonist's role in the story is to put challenges and obstacles in the face of the protagonists so they can grow and learn. Gravemind does exactly that with Cortana, the Forerunners, Medicant Bias, Arbiter to a degree and possibly with the Reclaimer Trilogy, Master Chief and the human race. His origins aren't directly pertinant to the story, thus far, and it's been established that trying to create a character for him would be impossible as he is "all things."
I find people who say they don't like him because of him being underdevoloped to be missing the point entirely. He is an entity, not a creature any human can possibly comprehend. The embodiement of evil, corruption and suffering...literally. He is composed of the knowledge, emotions, personalities, ways and evils of everyone he has ever killed. By every sense of the phrase, he truly is a monument to all of our sins, making him the perfect antagonist.
That phrase is the most straightforward and honest thing the Gravemind ever said and speaks volumes to his character, or more properly role in the universe: judge and executioner. With such vastness and incomprehensibility, I find him to be the most interesting villain, not only Bungie's made, but I've ever seen imo.
