Groups / clans use their forums to coordinate group game nights and battles with other groups.
The reasons for an active forum to be a part of a group / clan are numerous and I will not enumerate them all here.
Suffice it to say you aren't going to find a group / clan that doesn't require membership in their forum unless it's a group of people who know each other in real life, live close together, and are meeting in person to discuss those matters that clans / groups utilize their forums for.
Actually that's rather far from the truth. A group can have a site, yes, but it does not have to be the medium for all communication. Xbox Live has it's own message system after all. A leader may choose to inform other members to check the group thereoften to schedule certain events, but otherwise activity on the site can just get in the way.
Even having a website off of Bungie can be annoying. OP noted that his email inbox was full enough already without more website newsletters trying to squish in or confirmation emails. Having a Bungie Group that only requires you to sign up once (and sometimes not even post) can be appealing for someone who just wants to play. Hell, Halo 2 used an in-game clan system that never concerned itself with websites and other clutter.
Anyway, OP, my group only requires you to join (no membership approval waiting period), and if you want to be a little proactive, add the members on the roster to your XBL friends so they will see that a new member joined (remember to tell them that you signed up for RX). I will try to be playing a bit this afternoon at my friend's house, but my Xbox has been stolen so I have a waiting period before I'm Halo regularly again.
