It's interesting to note that part of the deal for Bungie to be an independent company after Halo 3's release was for them to complete 2 more Halo games.
The first one, which was originally supposed to be DLC, became Halo 3: ODST. Obviously they decided to make it a full fledged game to fulfill contractual obligations, not because "we made so much content we decided to turn it in to a full game instead".
The second of course, was Reach. Now anyone can tell just by playing, Bungie did not go all out for their final Halo game. In fact, as I've stated the only reason it even exists is because Bungie was required to make it so they can be free. They didn't care how well it did or how terrible it was for that matter. They just wanted out. All beta feedback was ignored, cries for a title update fell on deaf ears. 9 times out of ten, for the last year, weekly updates weren't even about Halo.
Jeremiah was the only one who at least tried to take in feedback and run matchmaking as best he could, with what he had to work with.
Bungie should be ashamed for giving us a half ass Halo game just for the sake of a deal they struck with Microsoft. Although they will never admit it, Reach was by far the worst Halo in the series. And the reasons are obvious. They could have went out with a bang, but they decided to put out a lackluster title and be done so they can move on.
