When you hit the coveted Mythic title. For me, that took 4 years. So, I say it takes 4 years. Of course, you might say that titles mean nothing, but if you've got a Mythic blue bar, it shows that you know enough about the site to not get banned constantly.

3 months. In 3 months you can learn all of the most common (and a few obscure memes), learn to forums if this is your first, figure out that you should use proper grammar even though "this isn't English class", and learn to generally not be a raging sycophant, an incessant grammar 'member of the german national socialist party', or a constantly-on-duty forum cop.

You can meet a fair amount of people. Establish yourself in any of the forums except for the Flood. And join a group or two if you like.

3 months is the number for counting, and the number thou shalt count is 3 months.
